Painesville Sees Optimistic Future with Riverfront Development

PAINESVILLE, OH - February 15, 2026 - Painesville City Manager Cecil Phetigrew delivered an optimistic address to the city council last week, outlining significant progress in economic development, infrastructure upgrades, and community revitalization. With the city poised to celebrate its 150th anniversary this year, Phetigrew painted a picture of a Painesville building on a strong foundation and looking toward a bright future.

The cornerstone of Phetigrew's presentation was the ongoing development of the city's riverfront. He emphasized the crucial role the Grand River plays in Painesville's identity and its growing importance as an economic driver. "We have a truly vibrant riverfront," Phetigrew stated, "and our ongoing investment in it is demonstrably paying off. We're seeing tangible results - new businesses are opening, tourism is increasing, and the overall quality of life for our residents is being enhanced."

This isn't simply a matter of aesthetic improvements, Phetigrew clarified. The riverfront development is a carefully planned initiative intended to attract a diverse range of businesses and visitors. Recent improvements include the expansion of the riverwalk, upgrades to docking facilities, and the creation of new green spaces and recreational areas. These projects are designed to capitalize on the growing interest in outdoor activities and waterfront living. The city is actively courting investment in hospitality, dining, and entertainment ventures to further diversify the riverfront's offerings. Discussions are underway with several potential investors interested in establishing boutique hotels and upscale restaurants along the river.

Beyond the riverfront, Phetigrew underscored the city's commitment to maintaining and upgrading its core infrastructure. "Our infrastructure is the backbone of our city," he explained. "We are diligently working to make necessary repairs and implement upgrades to ensure our roads, water, and sewer systems are reliable, efficient, and prepared for future growth." This includes a multi-year project to replace aging water mains, reducing water loss and improving water quality. A comprehensive road resurfacing program is also underway, targeting streets most in need of repair. The city is also exploring "smart city" technologies to optimize traffic flow and improve energy efficiency.

Phetigrew highlighted that these infrastructure investments are not solely funded by local tax dollars. The city has been proactive in pursuing state and federal grants, as well as forging partnerships with private sector companies. "Securing external funding is critical to our success," he noted. "We've been successful in leveraging grant opportunities to stretch our local resources and accomplish more." The city's grant writing team has been particularly adept at identifying and applying for funding related to environmental sustainability and water quality initiatives.

Recognizing the vital role small and medium-sized businesses play in Painesville's economic health, Phetigrew also detailed the city's support programs for local entrepreneurs. "We are working closely with our local businesses to identify opportunities for growth and success," he said. "We want to create a supportive environment where businesses can thrive and contribute to the vitality of our community." These programs include streamlined permitting processes, access to small business loans, and technical assistance workshops. The city is also actively promoting "shop local" initiatives to encourage residents to support Painesville's businesses. A new online business directory is planned for launch this spring.

Looking ahead, Phetigrew announced a year-long celebration of Painesville's 150th anniversary. The sesquicentennial will include a series of events designed to commemorate the city's rich history and celebrate its promising future. Plans are underway for a grand parade, a historical exhibition, community festivals, and a time capsule burial. The anniversary celebrations are intended to foster a sense of civic pride and strengthen the bonds within the Painesville community.

"Painesville has a proud heritage, and we are excited to celebrate 150 years of progress and innovation," Phetigrew concluded. "We are confident that the investments we are making today will pave the way for a brighter future for Painesville and its residents." The city's website will feature a dedicated section detailing all sesquicentennial events and historical information.
